A new cultural centre incorporating a 530 seat Theatre, 150 sear Studio Theatre/Recital Hall, Art Gallery, Craft & Art Rooms, Music Instruction Studios, Public Reception, Offices and Operating Services with a gross building area of approximately 5,000 sq. meters. The structural system of tilt-up concrete load bearing shear walls was combined with a structural steel roof and floors. The second floor concrete thickness and steel members have been designed to reduce the sound and vibration. At the time of construction, the tilt panels for the stage were the tallest in Canada and Fifth tallest in North America.
